Featured as one of the big-ticket projects in the “Build, Build, Build” infrastructure plan of the Duterte administration, the project is envisioned to propel economic growth that would help improve the lives of the Filipino people.

Segment 10 is also being implemented under the traffic decongestion program of the DPWH, led by Secretary Villar. When completed, travel time from the Manila Port to the NLEX will take only 10 minutes as it is designed to provide direct access between the port area and the northern part of Luzon via the NLEX. The new link will provide an alternative entry to NLEX, without passing EDSA and other busy thoroughfares of Manila.

The project is a 5.76-km all elevated expressway, using the alignment of the Philippine National Railways. The P10.5-billion project starts at NLEX Segment 9 and traverses the MacArthur Highway in Valenzuela City, Governor Pascual Avenue in Malabon City, and C3 road in Caloocan City. It extends to R10 in Navotas via an exit ramp.
